What the sources say
Probably Henry Baxter (1806–1865), born in Scotland, who came to Utah with his family in the John A. Hunt Company of 1856 (Church History Biographical Database; FamilySearch KWJJ-G92, probable match). His wife Agnes Grant died in 1860, so the roll’s Agnes Baxter is perhaps another member of the family. A “Mrs. Baxter” was later in James Dove’s Morrisite group (Anderson, p. 178); which Baxter is not known. He died in Cache County in 1865.
